The handles of automatic oil filter wrenches are usually made from PVC to make them light but tough. PVC (polyvinylchloride) is a very commonly-used plastic. It is used because it is resistant to abrasion, lightweight and has excellent mechanical strength and toughness.
Steel
Steel is an alloy created by adding carbon to iron and is used for its strength, which is given by its alloy elements. As the belt would need strength while removing an oil filer this is why it is produced from steel.
